1. Primary Function
The Tether Development Institute (TDI) is the centralized facility for manufacturing, inducting, and conditioning Tether candidates within the Anthara Polarity Program. Its primary objectives are:

2. Candidate Acquisition and Early Development
Candidates are engineered and born within TDI biocycles, genetically tailored for high polar stability and physical endurance.
Group structure follows quartet sequencing — four subjects per genetic batch — to maximize resource efficiency and comparative adaptation data.
Early development includes:
Baseline cognitive and physical training from 1U.
Controlled emotional suppression conditioning, with allowances for aggression response testing.
Comprehensive monitoring of neural resonance for signs of ERD expression.
3. Induction Phase
Candidates undergo Tether Induction Protocol (TIP) prior to 20U to ensure optimal neural adaptability.
18-19U is preferred for highest stabilization probability.
Induction Chambers utilize molecular realignment technology for permanent polarity alignment along the Nol spectrum.
Candidates either achieve polar tether lock or expire during induction.

4. Post-Induction Conditioning and Training

Combat and Tactical Integration — extensive hand-to-hand, weapons, and field conditioning.

5. Integration
Upon successful completion of conditioning, Tethers and Leftovers are:

Subject to lifelong oversight under the Polarity Stability Act, with regular recalibration and psychological evaluations.
